The Ptah is the exact same version of the Terran Pegasus fighter, but they just look different. If you have a choice between the 2, it's strictly a personal liking. They will both get the job done. However, the Ptah has terrible shielding and hitpoints, so it's not wise to get in a firefight with one. You can get the jump on an enemy with this though.
